The City of Edwardsville, Illinois is soliciting Statements of Qualifications from qualified
firms interested in providing Architectural and Engineering (A/E) Services relating to
the design and construction of a new Fire Department Substation to be located on
existing City-owned p r o p e r t y l o c a t e d n e a r Edwardsville, Illinois. Firms with relevant
design experience and qualifications are encouraged to submit. It is the City's desire to
occupy t h e facility by the fourth quarter of calendar year 2022.
The intent of this Request for Qualifications (RFQ) is to have the A/E firms under
consideration specifically address the services required and provide a well-considered
qualifications-based proposal for those services in order to identify the most qualified
respondents. Following review of the responses to this RFQ, a "short list" of A/E firms
will be invited to participate in interviews with City officials to rank the most qualified
respondents. The firm ultimately selected by the City will provide architectural and
engineering services for the design and construction administration of the new Fire Station
as well as associated improvements, as directed by the City.
The response to this RFQ shall be submitted in such form and quantity and at the
location as is provided in this Request. The response must be submitted no later than
August 5, 2021; 5:00 PM Prevailing Time.
Q - Has the City established any additional information regarding scope of the project – budget, square footage, etc.?A – While the city does not currently have a budget set for this project, it is anticipated that the new station will be approximately 8,500 SF +/- (including the apparatus bay) and would function in a similar manner to the existing SIU Satellite Fire Station located at 783 Northwest University Drive.
Q - Review of information available on the Madison County website suggests this property is currently not within City limits. What is the City’s plan for annexation? A – It is correct that this parcel is not currently within the corporate boundaries of the City of Edwardsville. The parcel for the proposed Station will be annexed prior to the beginning of construction.
Q - Occupying the facility by the fourth quarter of 2022 as the RFQ suggests is an aggressive schedule in the current construction market. Is the City considering alternate procurement methods such as Design-Build or Construction Manager as Advisor? A – The city is intending to follow the traditional Design – Bid – Build method for this project. This RFQ applies only to the design component.
