Municipal Electric Aggregation Program
Municipal electric aggregation programs allow participating municipalities to jointly work with an energy consultant to seek bids from "alternative retail electricity suppliers." Aggregating, or grouping, municipalities together leverages a pool of electric customers to seek savings via a fixed, bulk rate for the length of the contract period, typically up to 24 months. During that contract, your rate per kilowatt hour won't change, protecting you from utility rate hikes (while also allowing you the option to opt out).
Edwardsville's Municipal Electric Aggregation Program was approved by voters in 2012 in a ballot initiative. Illinois lets voters authorize their municipalities, counties and townships to act on their behalf to arrange for the purchase of electricity supply. Edwardsville and many other participating local communities work with Good Energy, a New York-based municipal aggregation consultant with regional offices in Edwardsville and Peoria, to set up the competitive bidding process and choose a supplier.

Electric Aggregation Program Updates: June 2025 - June 2027
For the 24-month period that runs from the June 2025 meter reading through the June 2027 meter reading, the City and other participating municipalities are contracting with Direct Energy, an alternative retail electricity supplier. (The contract with Homefield Energy, which served area communities since December 2024 and during other previous periods, will end after the May 2025 meter reading.)
The new rate per kilowatt hour (kWh) will be $0.1082. As always, the municipal aggregation rate is FIXED and insulated from utility rate fluctuations for the contract period, whereas Ameren's rate can change throughout the year.
While Direct Energy will be the electricity supplier, Ameren will continue to:
- Service customers' accounts
- Distribute the electricity
- Provide bills and offer budget billing
- Ensure power remains up and running and handle outages.
(The Municipal Electric Aggregation Program does NOT apply to customers served by Southwestern Electric Cooperative.)
Customers can opt out of this program by mail, phone or email at any time with no penalty. However, by state law, anyone who opts out of a Municipal Electric Aggregation Program cannot return to it for 12 months (unless a new program contract takes effect before then).
At the start of any new contract period, everyone who is eligible for the program can expect to receive an "opt-out" letter from the chosen provider (or an "opt-in" letter for certain customers, including those using Power Smart Pricing or who are already served by a different alternative retail electric supplier). That letter will indicate an opt-out deadline of May 14, 2025. This is the deadline to keep your service with Ameren. NOTE: It's expected that Ameren's upcoming rate, known as the "price to compare" on the Plug In Illinois website, will be posted on June 1. Consumers who are considering opting out may want to wait until after that new Ameren rate is made public.
Ameren also may send a letter notifying the customer that unless they opt out, their supplier will change to Direct Energy. This is a standard part of the municipal aggregation process and is intended to ensure customers are aware of their right to choose their supplier.
