Solicitor Information and Application

It is required that any solicitor must apply for and obtain a permit to engage in soliciting within the City of Edwardsville.  

Those who wish to obtain a solicitor permit for use in the City of Edwardsville must COMPLETELY fill out and submit the application to the Police Department and come in for fingerprinting. Appointments are highly recommended. Call 618-656-2131 for appointments.  Each applicant must present a valid driver's license or state ID. Obtaining a solicitor permit is a process that can take several days to several weeks to complete.

Soliciting is only allowed between the hours of 9 a.m. and 7 p.m.  Additionally soliciting is not allowed on Sunday or any state or national holiday. 

Residents may post signs indicating "No Solicitors" or "No Trespassing" near the front door of the residence or building, which shall serve as a notice to solicitors that the inhabitants do not desire or invite solicitors.  The Edwardsville Police Department will maintain a "Do Not Contact List" registry indicating addresses where the inhabitants do not desire or invite solicitors.  It is the responsibility of the solicitor to check residences for signs as well as the "Do Not Contact List" before and while engaging in solicitation.

Residents wishing to be added to the "Do Not Contact List" should complete the following form.  The registry will be updated weekly and located at the bottom of this page.

The following are exempt from obtaining a solicitor permit:

  • Persons advocating or disseminating information for, or against, or in conjunction with any religious belief or political position;
  • Persons engaged in canvassing;
  • Persons distributing handbills;
  • Minors who are participating in fundraising programs for or sponsored by a school or legitimate children’s organization.

Solicitor Do Not Contact List Registry 2026

Per City Ordinance Sec. 82-25, Notice to Solicitors; Duty to Observe, The Police Department shall maintain an annual “Do Not Contact List” registry which will be available on the city’s website and at the Public Safety Building. The “Do Not Contact List” shall set forth the address of the property of the owners/tenants of the property who do not wish to be solicited or wish to receive solicitors. It is the responsibility of the solicitor to make himself or herself aware of the list before entering into the act of soliciting.

    This list will be cleared and restarted January 1 of each year.  If you wish for you address to appear on the list you must complete this form again after January 1.  A reminder notification will be made to any person that appears on the list.
