North Main Street Water Main & Streetscape Project

A series of essential infrastructure upgrades and streetscape enhancements will boost safety, accessibility and long-term resilience for this vital downtown corridor, our business community and all who dine, shop, explore and enjoy this area.

This estimated $4.89 million improvement project will include the replacement of a more than 120-year-old water main along about one-quarter of a mile of the southernmost section of North Main Street. The sewer line also will be updated and pedestrian-friendly streetscape improvements will increase accessibility and add safety and convenience features, such as bump-outs and flashing beacons at crosswalks. Funding for the project will include a $2.87 million state grant, part of the Rebuild Illinois Downtowns and Main Streets Capital Program, that was announced by Gov. JB Pritzker and the Illinois Department of Commerce and Economic Opportunity in August 2022. The grant will go toward construction costs, while the City is paying the engineering expenses and remaining costs. START DATE: January 5, 2026

LOCATION OF PROJECT

This project is located along Illinois Route 143/159 (North Main Street) from just south of Vandalia Street to slightly north of Hillsboro Avenue in Edwardsville. A section of West Vandalia Road, just west of Main Street, also is included in the project.

ANTICIPATED CONSTRUCTION IMPACTS

  • Graphic map showing downtown Edwardsville, with road closures and detours markedBeginning Monday, March 23, a portion of Vandalia Street (both east and west of the intersection with Main Street) will be closed for approximately five days to allow crews to replace a section of water main on East Vandalia Street. This Main Street intersection will only be open for those driving north or south on Main Street. There will be no access to or from Main Street at Vandalia Street while this work is underway. Weather conditions may impact the timing and duration of this work. Once this portion is finished and the intersection has reopened, work will continue along West Vandalia Street as well as North Main Street.
  • Beginning Monday, February 9, the left turn lane on southbound North Main Street at the Vandalia Street intersection has been eliminated to provide construction crews room to safely work as the project progresses farther south on North Main Street. Southbound drivers can still turn left onto Vandalia there, but not from a dedicated turn lane. There's no change to the other three legs of that intersection. Work also will continue throughout the week to replace the water main that runs parallel with the east side of North Main Street; crews are progressing south along Main Street. 
  • Beginning Monday, January 5, the intersection of Hillsboro Avenue and North Main Street will be closed to accommodate work to the sewer and water lines in that area. The vicinity of this intersection is the beginning location of this project. The parking lots along Hillsboro leading up to North Main Street will generally remain accessible during the intersection closure. Pedestrian access will be maintained across North Main Street at Hillsboro Avenue even during the intersection closure.
  • Lane restrictions, lane shifts and parking limitations on Main Street will be necessary throughout this project in the construction zone. Specific impacts and timing will be communicated as the project gets underway. Two-way traffic is expected to be maintained for the majority of the project (other than limited closures for overnight work, and periods when two-way traffic will alternate on one lane directed by a flagger).
  • One block of St. Louis Street (adjacent to the Madison County Courthouse) between North Second Street and North Main Street will be closed to vehicular traffic once construction gets underway in January. The closure will allow that section of road to serve as a staging area for construction materials and for the anticipated springtime start to the Goshen Commons park project.
  • Intermittent water service interruptions are possible for customers within the immediate impacted project area. Every effort will be made to limit water service disruptions and to provide advance notice of planned service interruptions.
