North Main Street Water Main & Streetscape Project
A series of essential infrastructure upgrades and streetscape enhancements will boost safety, accessibility and long-term resilience for this vital downtown corridor, our business community and all who dine, shop, explore and enjoy this area.
This estimated $4.89 million improvement project will include the replacement of a more than 120-year-old water main along about one-quarter of a mile of the southernmost section of North Main Street. The sewer line also will be updated and pedestrian-friendly streetscape improvements will increase accessibility and add safety and convenience features, such as bump-outs and flashing beacons at crosswalks. Funding for the project will include a $2.87 million state grant, part of the Rebuild Illinois Downtowns and Main Streets Capital Program, that was announced by Gov. JB Pritzker and the Illinois Department of Commerce and Economic Opportunity in August 2022. The grant will go toward construction costs, while the City is paying the engineering expenses and remaining costs. START DATE: January 5, 2026
LOCATION OF PROJECT
This project is located along Illinois Route 143/159 (North Main Street) from just south of Vandalia Street to slightly north of Hillsboro Avenue in Edwardsville. A section of West Vandalia Road, just west of Main Street, also is included in the project.
ANTICIPATED CONSTRUCTION IMPACTS
Beginning Monday, March 23, a portion of Vandalia Street (both east and west of the intersection with Main Street) will be closed for approximately five days to allow crews to replace a section of water main on East Vandalia Street. This Main Street intersection will only be open for those driving north or south on Main Street. There will be no access to or from Main Street at Vandalia Street while this work is underway. Weather conditions may impact the timing and duration of this work. Once this portion is finished and the intersection has reopened, work will continue along West Vandalia Street as well as North Main Street.
- Beginning Monday, February 9, the left turn lane on southbound North Main Street at the Vandalia Street intersection has been eliminated to provide construction crews room to safely work as the project progresses farther south on North Main Street. Southbound drivers can still turn left onto Vandalia there, but not from a dedicated turn lane. There's no change to the other three legs of that intersection. (This information also is included in the "Key Updates & Project Announcements" tab, below.) Work also will continue throughout the week to replace the water main that runs parallel with the east side of North Main Street; crews are progressing south along Main Street.
- Beginning Monday, January 5, the intersection of Hillsboro Avenue and North Main Street will be closed to accommodate work to the sewer and water lines in that area. The vicinity of this intersection is the beginning location of this project. The parking lots along Hillsboro leading up to North Main Street will generally remain accessible during the intersection closure. Pedestrian access will be maintained across North Main Street at Hillsboro Avenue even during the intersection closure.
- Lane restrictions, lane shifts and parking limitations on Main Street will be necessary throughout this project in the construction zone. Specific impacts and timing will be communicated as the project gets underway. Two-way traffic is expected to be maintained for the majority of the project (other than limited closures for overnight work, and periods when two-way traffic will alternate on one lane directed by a flagger).
- One block of St. Louis Street (adjacent to the Madison County Courthouse) between North Second Street and North Main Street will be closed to vehicular traffic once construction gets underway in January. The closure will allow that section of road to serve as a staging area for construction materials and for the anticipated springtime start to the Goshen Commons park project.
- Intermittent water service interruptions are possible for customers within the immediate impacted project area. Every effort will be made to limit water service disruptions and to provide advance notice of planned service interruptions.
(03/11/26) Beginning Monday, March 23, a portion of Vandalia Street adjacent to Main Street will be closed for up to five days (weather permitting) while a section of water main is replaced. Traffic will be able to move north and south along Main Street through the Main/Vandalia intersection, but there will be no access to or from Main Street at Vandalia while this work is underway. The closure will begin on the east side of Vandalia Street close to the intersection (leaving Kansas Street and Plaza Court accessible to local traffic). On the west side of Vandalia Street, barricades are expected to be placed to allow drivers to access the parking lots on the north and south side of Vandalia (Mark Twain and Walgreens lots). Once the intersection work is completed, construction crews will continue along West Vandalia Street. When that happens, please be alert for potential lane shifts to accommodate work crews.
(02/20/26) During the week beginning Monday, February 23, Workers from Kamex will replace a section of sanitary sewer main across Hillsboro Avenue near City Hall, 118 Hillsboro Avenue. One lane of traffic will be open at all times in this area, and the Hillsboro Avenue entrances and exits from the parking lots will be accessible. This work is expected to take up to a week, weather permitting. Access to and from Hillsboro Avenue remains blocked at North Main Street.
(02/10/26) Between 9 a.m. and 3 p.m. on Wednesday, February 10, North Main Street will again be limited to just one lane for both directions of traffic while crews excavate and replace the water main across the north and south lanes of the street. Flaggers will be directing/alternating northbound and southbound traffic. The impacted portion of water main is located a bit farther south than last week's work zone. PLEASE NOTE: The traffic signals at Main Street and Vandalia Street will be set to flashing red while flaggers are directing traffic. Drivers are encouraged to take an alternate route that day, to be cautious and patient.
(02/09/26) The dedicated left turn lane on southbound North Main Street at the Vandalia Street intersection will be unavailable while construction continues as of Monday, February 9. Southbound drivers can still turn left from North Main onto Vandalia there, but not from a dedicated turn lane. There's no change to the other three legs of that intersection. This change will provide more room for construction crews to safely work as this improvement project continues farther south along North Main Street. Work also will continue throughout the week to replace the water main that runs parallel with the east side of North Main Street; crews are progressing south along Main Street.
(01/30/26) Water main replacement will continue the week of February 2 along the east side of North Main Street. The work has progressed to the area south of the St. Louis Street intersection. There will be access to the affected Main Street business entrances from Main (front entrances) from at least one direction at all times. Weather permitting, on Wednesday, February 4, crews will be excavating and replacing the water main across both the north and south lanes of North Main Street at the St. Louis Street intersection. This work is expected to take one day and will take place between 9 a.m. and 3 p.m. Travel along that section of Main Street will be limited to one lane, with flaggers directing/alternating traffic, while it's underway. Drivers are encouraged to take an alternate route that day, to be cautious and patient. Any changes will be posted on the City's social media pages and the City Projects page.
(01/28/26) The week of January 26, crews were continuing to replace the water main that runs along the eastern side of North Main Street. As of Thursday, January 29, they were working in the vicinity of St. Louis Street. Each section that is excavated is expected to be backfilled at the end of each work day. Crews had been hoping to install the portion of water main that crosses the north and south lanes of North Main Street at St. Louis Street between January 26 and 30, but shifted to other areas in the work zone due to last weekend's snowfall and ongoing extremely low temperatures. LOOKING AHEAD TO FEBRUARY: One-day excavation work will take place across both lanes of North Main Street at the St. Louis Street intersection; continued progress on the water main replacement. Sidewalk, curb and storm sewer work is expected along Main at Hillsboro Avenue.
(01/09/26) The improvement project got underway on Monday, January 5. Traffic controls (striping and barricades) were put in place along the impacted area on North Main Street; Access to and from Hillsboro Avenue at North Main Street was blocked as excavation and sewer and water main work got underway in that area.

(12/09/25) An open house took place in City Hall for the Public Works staff and representatives of the project general contractor to share details and answer questions from the public. The project start date is scheduled for January 5, 2026.
(10/14/25) The City Council voted to award the construction contract for the North Main Street water main and streetscape project to Keller Construction. The project bid was awarded at $4,885,550.87, with an expected construction start date in early January 2026.
(10/10/25) With the engineering and design phase completed, the City opened the bid process to receive proposals from contractors interested in this project. The expected construction start date is January 2026.
(11/05/24) A Local Public Agency Engineering Services Agreement is approved by the City Council with Volkert, Inc. for the Main Street Water Main Infrastructure Improvements Project in the amount of $324,272.

The estimated timeline begins in early January 2026 with traffic lane adjustments and sewer work, which will commence near Hillsboro Avenue and progress south on Main Street, followed by the water main installation and service connections. Although the weather can be a factor in how quickly the project will progress, the sewer and water main work can be accomplished during the colder months. Sidewalk replacement, streetscape enhancements and the resurfacing of the road will follow in the spring and summer months. The anticipated completion period is late July, although plantings will be delayed until fall to reduce stress on the plants and allow the roots to get established ahead of spring. The proposed work consists of water main replacement, gravity sewer lining, and streetscape improvements along Illinois Route 143/159 (North Main Street). The net length of the project is 1,226.00 feet (0.23 miles). Items of work include earth excavation, pavement removal, hot-mix asphalt surface removal, driveway pavement removal, curb removal, sidewalk removal, subbase granular material, pavement patching, HMA surface course, combination concrete curb and gutter, concrete curb, concrete gutter, PCC pavement, PCC imprinted crosswalks, PCC imprinted median surface, detectable warnings, PCC driveway pavement, inlet removal, storm sewer removal, drainage structure and storm sewer installation, water main replacement and associated appurtenances, gravity sewer lining, pedestrian push-button upgrades, solar-powered flashing beacon installations, lighting improvements, masonry wall construction, planter installations, irrigation system, signing, permanent and temporary pavement markings, traffic control and protection, and all other collateral work necessary to complete the project as shown on the plans and as specified elsewhere in these provisions.
